Creating a cool text effect

Start by typing your text. Duplicate the layer.

From filter menu select distort>>glass. Apply settings as shown.

Using magic wand tool click on the blue area of the text. Press Ctrl+Shift+I to invert the selection. Press Delete.
Double click the layer to open layer style window. Apply layer style with the settings shown.

Ctrl+Click the original text layer thumbnail to get the selection.

Press Q to enable quick mask.
From filter menu select brush strokes>>sprayed strokes. Apply settings as shown.
Press Q to disable quick mask.
Create a new layer and fill the selection with yellow color.
Fill the background with black color.

 
Double click the layer to open layer style window. Apply layer style with the settings shown.
