Creating navigational header for a detective agency site

Start by creating a new file of header size. Fill the background with a solid color.

Create a horizontal line using line shape tool.

Duplicate the layer several times and place the layers as shown in the image below.
Change the layer mode to soft light.
Create a rectangle using rectangular shape tool.

Enable subtract form shape area form the top bar.

Create a rounded rectangle using rounded rectangle shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Create a circle using elliptical shape tool.

Double click the layer to open layer style window. Apply layer style with the settings shown.
Duplicate the layer three times. Fill the circles with the different shades of same color and place as shown.
Select all the circle layers. Press Ctrl+T. Right click the layer and select flip horizontal. Place the circles on the other side.
Create an ellipse using elliptical shape tool.
Create two small circles connecting the ellipse and other circles. Apply same layer style.
Create another small circles using elliptical shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Duplicate layer and scale down to create concentric circle. Duplicate and place on the other side.
Create a rectangle using rectangular shape tool. Place it at the bottom of the header.
Create a pattern of see through lines as we did right above the background layer.
Type button links over the circles.

 

Insert an image of an eye. Rotate it to place it vertically.
Move this layer right above the central ellipse layer in layer order in layer palette. Press Ctrl+Alt+G to create a clipping mask.
Type agency name over the bottom rectangular path.
