Drawing Pied Piper

Start by creating a circle using elliptical shape tool.
Create another ellipse using elliptical shape tool.
Duplicate, scale down and fill with a different color.

Create a triangle sign using custom shape tool.
Press Ctrl+T. Right click the layer and select warp. Adjust nodes to get the shape as shown.
Place it for the piper's hat.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Select all and rotate a bit.

Create a rectangle using rectangular shape tool.
Press Ctrl+T. Right click the layer and select perspective. Adjust nodes to get the shape as shown.
Press Ctrl+T. Right click the layer and select warp. Select arc form the custom shape presets. Apply settings as shown.
Using pen tool create arm and apply stroke.
Duplicate and move it below all the layers. Place it for the other arm.
Create a flower 5 shape using custom shape tool.
Enable subtract form shape area form the top bar.

 
Create an ellipse using elliptical shape tool.
Move it on the neck just in place of collars.
Using pen tool create legs of the piper.
Create a triangular using polygon shape tool.
Press Ctrl+T. Right click the layer and select warp. From the top bar select flag from the preset warp shapes. Apply stroke.
Duplicate and place it for the other shoe.
Create eyes and lips using elliptical shape tool.
Create nose using brush tool.
Create another circle for cheek using elliptical shape tool.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Duplicate and place it on the other cheek.
Using pen tool create a shape as shown below.
Apply stroke and place for the hair.
Duplicate a couple of time and place as shown.
Create a circle for the hand using elliptical shape tool.
Create a rounded rectangle for the thumb using rounded rectangle shape tool.
Create other hand using pen tool.
Create a rectangle using rectangular shape tool.
Press Ctrl+T. Right click the layer and select warp. Adjust nodes to get the shape as shown.
Create ornament 1 shape using custom shape tool. Place it for a feather in piper's cap.
Duplicate layer and offset a few pixels.
